Why are private prison guards being used in high schools, immigration sweeps and road check points? Isn't this self dealing?

Casa Grande, Arizona Police Department has received assistance from Corrections Corporation of America (CCA) during school lockdowns while conducting drug sweeps. On October 31, 2012 various law enforcement agencies conducted a drug sweep at Vista Grande High School in Casa Grande. CCA provided 2 canine units to assist with the sweeps at the request of the Casa Grande Police Department. CCA personnel are not law enforcement personnel and are not considered to be certified peace officers according to the Arizona Administrative Code. According to Casa Grande Police Department Spokesman Thomas Anderson, CCA personnel were also used in a drug sweep At Casa Grande Union High School in 2011.

Another incident occurred at Maricopa High School on or about April 19, 2013. Arizona Department of Corrections personnel were assisting with a “lockdown drill/drug search”

The use of prison guards, whether Department of Corrections personnel or employees of private prison operators, such is CCA, to conduct drug sweeps in public schools or other public activities is a conflict of interest, in that any arrests and convictions result in growth of the prison population, job security for the guards and increased profit for the corporation. Unlike voluntary free market exchange, increasing the prison population leads to dislocation for all involved except for the companies and employees of the penal system.
